VINCENNES UNIVERSITY PRESIDENT, 1980-2001
Dr. Phillip M. Summers' Resume:
Phillip M. Summers was born in Washington, Indiana, on August 23, 1939. He attended
Vincennes University, completed B.S. and M.S. degrees at Indiana University, and earned the Ph.D in
Guidance and Psychological Services at Indiana State University in 1974.
Dr. Summers has been employed at Vincennes university since 1965 as a faculty
member and administrator in several positions. On July 1, 1980, he became the 18th President of
Vincennes University, Indiana's only comprehensive two-year college, which today serves
approximately 8,000 students.
Current responsibilities and activities include:
- President Emeritus of Vincennes University
- Adjunct Professor of Psychology at Vincennes University and Indiana University
- Project coordinator, Red Skelton Museum and Performing Arts Center Fund Raising
- Co-Executive Secretary for Indiana Conference of Higher Education
- Member of the Indiana Vocational Awards for Excellence Committee
- President, Knox County Community Foundation
- Active member and past moderator of the First Christian Church. (Is a lay speaker at area
churches of various denominations.)
Serves as a member of the Board of the following:
- Christian Theological Seminary
- Indiana Business Modernization and Technology Corporation
- St. Mary-of-the-Woods College
- YMCA, Vincennes, Indiana
Speaks to groups on a wide range of subjects and gives the keynote address at many
community events; schools and colleges; and conferences and conventions

which he has been active include:
- Past National President of Pi Kappa Phi Fraternity
- Past President and member of the Executive Committee of the Council of North Central Two-Year
Colleges (CNCTYC)
- Past President of the Training and Educational Data Services (TEDS)
- Past President of the Indiana Conference on Higher Education (ICHE)
- Past Member of the Regional and International Board of Disciples of Christ Christian
Church
- Past Member of the USA Group Enterprises Board
- Past President of the Knox County United Fund
- Past President of the Knox County Heart Association
- Past President of the Knox County Chamber of Commerce
- Past Chair of the Vocational Training Committee of Business Modernization Technologies
- Testified before a House of Representatives Sub-Committee in Washington , D.C., on behalf of
the Young Adult Conservation Corps
- Participated in Indiana Trade Mission Trip to Japan
- Represented the AACC at the National Forum on Excellence in Education
- Testified at a hearing at Notre Dame University on the Reauthorization of the Higher Education
Act by the U.S. Congress, and at a hearing in Evansville, Indiana, regarding the Job Training
Partnership Act, at the request of Indiana's U.S. Senator
- Served on the committee planning of the celebration of the 200th anniversary of the signing of
the Northwest Ordinance and helped hot activities in Vincennes to commemorate the occasion
- Was one of 12 state leaders selected by the Carl Duesterberg Society to participate in a study
tour of Germany and Denmark
- Served on Workforce Development State Task Force
Awards and honors conferred upon Dr. Summers include:
- Kiwanis President's Award for Distinguished Spiritual Community Service
- Vincennes Civitan Outstanding Citizen of the Year Award
- Vincennes University Blue and Gold Cord Award
- Co-recipient of the Vincennes Fourth of July "Spirit of "76" Award
- Honored by the Mayor and Citizens of Washington, Indiana, at "A Summers Day in April"
- Indiana State University's "Distinguished Alumni Award" for 1985
- Indiana University's ""Distinguished Alumni Award" for 1996
- Indiana Vocational Association 1986 Outstanding Vocational Administrator Award
- Award from National Committee for Employer Support of the Guard and Reserve
- "Sagamore of the Wabash" designation by the Governor of the State of Indiana
Dr. Phillip M. Summers' Presidential Papers have been archived, and his extensive
collection is now stored in the Lewis Historical Library adjacent to the Shake Learning Resource
Center at Vincennes University. Dr. Summers' VU Presidency spanned the years: 1980-2001. Jill
McConnell Larson, archivist/librarian for his papers, has compiled his collection for the years:
1980 through 1997. His Presidential files for 1998-2001 will be archived at a later date.
